Agroterror a threat? Al Qaeda members were apparently interested in agroterrorism, according to an article on GovExec.com that says the terrorist network's training manual included information on striking agricultural assets (June 10). "Agriculture is an obvious target for terrorists: infecting plants or animals with deadly disease is easier, cheaper and less risky than infecting humans directly; the economic consequences of a widespread attack would be enormous; and the panic and fear such an attack might reap could lead to wide-scale social disruption," wrote Katherine McIntire Peters. In the months since September 11, Peters reported, state and federal agencies have taken steps to improve the security of the U.S. food supply, including conducting at least two classified crisis-simulation exercises under an initiative of Defense Secretary Donald Rumsfeld.
In a Bulletin article (written before the September 11, 2001 attacks and the anthrax mailings), authors Gavin Cameron, Jason Pate, and Kathleen Vogel wrote: "Agricultural attack could seem appealing to a broad range of rogue actors, including politically motivated single-issue groups and criminal organizations seeking financial gain." Of the 21 documented agroterror attacks perpetrated by non-state actors at the time, the vast majority were "unsophisticated and ineffective, lacking significant impact."
"Agricultural bioterrorism has received increased attention and discussion within academic, media, and government circles, with most recent studies arguing that agricultural bioterrorism represents a new and dire threat to U.S. national security," the authors wrote. "But are these studies accurate? Many of their conclusions are pure conjecture, based on worst-case scenarios. Both the threat and consequences of bioterrorism aimed at agriculture remain poorly understood."
